
First, you establish where it is you want to go to. If you see a ToC as a process of establishing how to get from A (the current situation) to B (the desired situation), you start with questions what exactly is “B”. For an organisation (and in some cases for a programme too) this goal-setting will relate to the mission and vision of the organisation (as described in module 1). In addition to establishing what the desired situation is, it is important to establish why you think this change is desirable, and for whom this is so – so, who will be the beneficiaries of the ToC you are developing.

Simplified Example: The desired change is a reduction of the child marriage rate in country X. This is done because child marriage has many harmful consequences, including health risks and a lack of choice (why) for young girls (whom).
TIP! Define a long-term change that is challenging and hard, stretching but just about reachable in 10 – 20 years’ time. Think ‘Head in the clouds, feet on the ground’.
